Implementing Orbit-to-Cloud Data Accountability
A Technical Framework for Automated GDPR Compliance in Satellite Operations
Author: Federica Cinzia Angius
Date: 17 February 2026
Status: Submitted to SSRN · Under Review
Building on the theoretical foundation established in prior work,
this paper presents a practical, implementable framework for automated
GDPR compliance in satellite operations. Validated through comparative
analysis and scenario-based testing, the framework demonstrates an
estimated 85% reduction in DPIA preparation time and end-to-end audit
trail coverage across orbital, ground-segment, and cloud processing phases.

From Orbit to Cloud
Why Emerging Satellite Data Flows Require a New Model of Data Protection Impact Assessment
Author: Federica Angius
Year: 2025
SSRN ID: 5806683
Satellite data flows are rapidly expanding into critical applications,
yet regulatory tools remain anchored in terrestrial paradigms. This paper
examines structural limitations of classical DPIAs and introduces the
conceptual foundation for an Orbit-to-Cloud DPIA framework.
